Lima public records are kept by city offices and Allen County government agencies. Lima is the county seat of Allen County, so the main county record offices are located right in the city. Lima Court Public Records

The Allen County Clerk of Courts is Jennifer McBride. The office has recently relocated to 419 North Elizabeth Street, Lima, Ohio. The Clerk maintains records for the Court of Common Pleas, which covers felony criminal cases, civil cases over $15,000, domestic relations matters, and appellate filings. Electronic filing is now available through the Public Records section of the Allen County Clerk of Courts website.

The Common Pleas Court has several divisions. The General Division handles criminal felonies and major civil cases. The Domestic Relations Division covers divorce, dissolution, child custody, and support matters. The Juvenile Division handles cases involving minors. The Probate Division deals with wills, estates, guardianships, and marriage licenses. Each division keeps its own set of records but they are all accessible through the Clerk's office.

Lima also has a Municipal Court for traffic tickets, misdemeanors, and small civil claims. The Municipal Court keeps its own records. The Third District Court of Appeals covers Allen County, and those appellate records are also maintained by the Clerk of Courts.

The Allen County Title Department now processes passports and photographs (starting November 2024) and also handles boat registrations. These are different services from court records but they run through the same office system.

The Allen County Sheriff's Office is led by Sheriff Matthew B. Treglia. The Allen County Sheriff's Office provides arrest records, incident reports, and jail information. The office maintains a jail roster listing current inmates and has sex offender registry data available online. Civil process and warrant information is also maintained.

Lima Property Public Records

Property records for Lima are at the Allen County Recorder's office. All deeds, mortgages, liens, and other land documents are filed there. The Allen County Auditor has property tax records, assessed values, and parcel maps online. You can search by address or parcel number for free.

Vital Records in Lima

Birth and death certificates for Lima residents are available through the Allen County Public Health department. Office hours are 8:00 a.m. to 4:30 p.m. Certified copies cost $25.00 each. The health department can issue Ohio birth certificates for anyone born in the state. Death certificates cover deaths in the county.

Marriage licenses come from the Allen County Probate Court. Divorce records are at the Clerk of Courts. These are separate offices with separate systems. Do not call the Health Department for marriage or divorce records. For older vital records, the Ohio Department of Health Bureau of Vital Statistics in Columbus keeps births from December 20, 1908 and deaths from 1971 forward. The state charges $21.50 per copy.

Lima City Government Records

The City of Lima keeps its own set of public records. Council meeting minutes, ordinances, budget documents, and department files are all available. Building permits, zoning applications, and code enforcement records come from the city's development department. Financial records and audit reports are maintained by the Finance office. All city records are public under R.C. 149.43.

Allen County also has several offices that hold public records relevant to Lima residents. The Allen County Prosecutor handles criminal case files. The Board of Elections has voter registration and election records. Allen County Children Services handles child welfare matters, though many of those records are protected by law.

How to Get Lima Public Records

Under R.C. 149.43, you can request records from any Lima or Allen County office by phone, email, mail, or in person. No form is needed. You do not have to give your name or explain your purpose. Just describe what you want and the office must respond promptly. Standard copies cost about $0.05 per page.

If a request is denied, the office must put the reason in writing and cite the specific law. Exemptions include sealed records, juvenile files, active investigations, and medical records. For disputes, file a complaint with the Ohio Court of Claims for $25 or call the Attorney General's mediation program at (800) 282-0515.
