Building permits, zoning applications, and planning documents are available through the Engineering and Building department. Code enforcement records, including rental program files and vacant property registrations, are public as well.

How to Get Mentor Public Records
The process is simple. Under R.C. 149.43, you can ask for public records by phone, email, mail, or in person. No special form is needed. You do not have to give your name or explain your reason. Just be clear about what you want. The office must give you the records promptly. Standard copies run about $0.05 per page.
If an office says no, they must put the reason in writing and cite the specific law that blocks release. Sealed records, active investigation files, juvenile case papers, and certain medical documents are among the things that can be withheld. Most other records are open.
