Ross County Clerk of Courts

The Ross County Clerk of Courts handles all court public records for the Common Pleas Court. This office files, dockets, and preserves pleadings for civil cases, felony criminal cases, and domestic relations matters. You can find records for divorces, dissolutions, child support disputes, and civil protection orders through this office. The Clerk also processes appeals headed to the 4th District Court of Appeals.

The courthouse sits in downtown Chillicothe. Records from the Clerk are public under R.C. 149.43, and anyone can ask for copies. Standard copies run about $0.05 per page. Certified copies cost more, depending on the type of document. You do not need to state your name or give a reason when you ask for records.

The Clerk of Courts also handles auto titles and watercraft registrations in a separate title division.

Ross County Property Records

The Ross County Recorder's Office maintains all land records and real estate documents for the county. Deeds, mortgages, liens, and other property filings are kept here. The office warns that private companies sometimes mail homeowners offers to sell them copies of their own deeds for $79 to $100. Do not fall for it. The actual cost from the Recorder is about $0.10 per page, and you can view most records online for free.

Certified copies from the Recorder cost $5.00 for the first page and $2.00 for each page after that. Most records dating back to January 1, 1974 and even further are available through the Ross County online records portal. You can download and copy them at no charge from home. It is important to know that you do not need your original deed to sell your home or get a new mortgage. A certified copy from the Recorder works just as well as the original.

The only record type that is not fully public in this office is the DD214 military discharge form. Veterans, funeral directors, and veterans' service offices can get unredacted copies. Everyone else gets a redacted version.

The Ross County Auditor's Office keeps property tax and valuation records for every parcel in the county. You can use their site to search by address or parcel number. The Auditor maintains property tax assessments, current market values, land use types, building details, tax exemption status, and special district information. All of this data is free to look up online.

Vital Records in Ross County

The Ross County Health District handles birth and death certificates. The office is at 150 E. Second Street, Chillicothe, OH 45601. You can call (740) 779-9630 or email vitals@rosscountyhealth.org. Hours are Monday through Friday, 8:00 AM to 4:00 PM. The fee for a certified copy is $30.00. Bring a photo ID when you pick up a certificate in person.

The Health District has birth and death records going back to 1907, with some records dating to 1888. They accept cash, credit cards, and money orders from local residents. Personal checks are no longer accepted as of January 2020. If you live outside Ross County and want to order by mail, paying by phone with a credit card is the fastest option. Genealogists are welcome to visit and view the records in person.

Ross County Probate Court Archives

The Ross County Probate Court Archives is a real find for anyone doing historical research. The building was originally built in 1878 as the county jail and was converted to an archives facility in 1996. It holds some of the oldest records in Ohio. Marriage records go back to 1798. Death records from 1867 to 1908 cover mostly township deaths. Birth records from the same era are also on file.

The Archives is open on Tuesdays and Thursdays from 8:30 AM to 3:30 PM, closed during lunch from noon to 1:00 PM. Uncertified copies cost just $0.05 per page. Certified copies are $7.00 per page. Estate records dating to 1797 are also stored here. Some of the earliest estate inventories list values in both American dollars and British pounds.

Ross County Sheriff's Office Records

The Ross County Sheriff's Office is at 28 North Paint Street, Chillicothe, OH 45601. The 24-hour dispatch line is 740-773-1185, and the business office number is 740-773-1186. Administrative hours are Monday through Friday, 8:00 AM to 4:00 PM. The office handles CCW permits, criminal record searches, and offender registration.

Arrest records from the Sheriff's Office are public under Ohio law, though some records face restrictions for privacy reasons. Juvenile arrest records, trial prep materials, and probation and parole records are not open to the public. Public arrest records typically include the person's full name, booking details, charge information, court data, and bail amounts. You can request these records during business hours or contact the office by phone.
